Adopt at home or go overseas ?

I've seen the stories of people going overseas to adopt and I often wonder why when we have so many kids needing adoption here in our own country. I mean just in the past ten or eleven years there has been a total worldwide of almost 250,000 adoptions. Just over 95,000 of those being kids 1 years old or younger. 1-2 years old racked up to be about 90,000 also, 3-4 years old coming up to about 22,000 +, 5-12 years old coming above that at 33,000+, 13-17 year olds coming in at around 8,000, and 18 and older coming in at a pittance ... about 500. Now these are estimates from sites I checked out about it. Most of the time I could care less where you adopt a kid from but lately my view has changed to why not help out at home in the country you live in. I mean seriously if we can't help ourselves then what hope do we have of helping anyone else out there ? Well enough rambling from me ... let me ask you all these questions below. 

So to get where I am going with this and ask my questions :
1. Should adoptions stay being controlled by private groups ( with limited government rules )  or should the government step in and take over ?
2. What needs to ( in your opinion ) change to make this go more smoothly and improve on the process as it is ?
3. Should couples look outside the country they live in or do you think they should adopt in house so to speak ?
4. Just wanna know your over-all views and opinions on this ?
