I really like Ultimecia and Adel from FF8...they are both hardcore and Ruthless, but then again that's me going on my FF tangent. Other than them I would have to choose Bowser from Mario because even though he never gets the girl, he still continues and continues.

1. Demitri Rascalov, this guy was pure evil, he would not stop until a nice, innocent person was dead.(From Grand Theft Auto IV)
2. Ganondorf, he had the true power and fury of darkness. When I was 5, I got a nightmare from fighting him as the final boss.
3. Bowser, because he's been bad since 1989, and he's still kicking away with the Princess.
