I was wondering if something like creating an SNES cart from a ROM would be practical. I wish to make a hard cartridge of Mother 3 (english translation, of course). I know this is possible one way or another, but I would like to know how. I would like to know:

What I need,
Instructions,
And what it'll probably cost me

If this isn't in the right place, then sorry. Thanks in advance.

It isn't cheap. You'll need a SNES flash cartridge (Since I doubt you want to manufacture your own chips) which runs about $130, and should come with all the instructions you'll need. You'll also want a compact flash memory card, and you can get a small one since SNES games aren't very large files, but I think even the cheap ones are still around $25, so this is going to be a substantial investment for you. You're better off just enjoying the ROMs.
