Go to the regular old Edit Layout link. Click the "New Layout" link. For users who are at least Trusted, there is a link below "Vizzed Board CSS Layout Creator." The "(Click Here For Advanced Version)" link goes to the Advanced Layout Editor which is the same thing as the old editor.

Well there are a ton of new policies now. All of the pictures you use have to be hosted on Vizzed (use the Photo Album in the Control Panel here) and you can't include any links that go out of Vizzed.
