I was thinking of how Pokémon silver had the Johto region then a buffed up Kanto region.
I was thinking, what if they did that with all regions. Start with one, then the next with different rivals and region specific Pokémon.

epic-san : Well see that's just it. After going through one region, the other regions would level up to compensate for the new levels as well as the random trainers that would stand around. Levels of the gym leaders would have to progress slower than usual but eventually it will be lvl100 battles
