Follow these steps to get a gyarados the fastest way possible:

1. Find a magikarp
2. Use it as a club
3. Beat and bludgeon wild Pokemon into submission
4. repeat until level 20
5. enjoy!

Its harder to level up a magikarp than people think because they only learn two moves and one of them does nothing at all and when you switch out Pokémon it takes for ever to level up to 20 unless Ur far in the game
