Let a pro answer this since leggy doesn’t know what hard difficulty is on fifa, or how the games work. As far with licensing fifa is the way to go. PES is limited to licensing due to budgets and EA being a bigger company than Konami, in terms of sports genre in the gaming industry.
Granted fifa is broken by the AI given when set to World class and above (legendary and Ultimate difficulty) with the AI using meta formations and making like 60 rated players play like 90 rated stars. PES seems to have a more stable difficulty though it’s a bit fair easier to handle. For this difficulty I would say PES for a more fair AI
Now game modes; fifa does offer a bit more but they really haven’t updated career mode as much as they do to Ultimate team, their center of focus. Be a pro? Forget about anything new about the mode it hasn’t changed since fifa 15. Ultimate team though, it’s basically a pay to get better players or grind to buy them, tho you do have the option to buy packs like trading cards, buy sell, use them for squad building. PES has a similar game mode, tho I haven’t touched the game modes of it other than kick off since lack of licensed (more on that later) so bit bias here but FIFA due to lack of info on PES
Licenses: “ EA SPORTS FIFA 20 brings you more than 30 official leagues, 700+ teams, and 17,000+ authentic players.
Play in any of the 90 licensed stadiums across the globe, and experience exclusive access to the world’s biggest competitions.” as stated by the website from the premier league to Belgium and even some unknown leagues like mls or championship. PES has a lack of licenses but with this year it’s gotten the rights to Juventus and euro 2020 which is a huge blow to ea (which they own both uefa champions league and Europa league). Overall authenticity with licenses fifa takes the win
Gameplay: fifa is more of an arcade feel to it with simple use of formations and tactics. “easy to use but hard to master” is the cliché phrase. As for PES it’s more on the strategic tactical side of the game with formations and tactics going quite into detail which I really do enjoy. Gameplay has to go to PES
Graphics: PES hands down. The graphics are beautiful and the smoothness of the gameplay just makes it feel so authentic compared to FIFA. Fifa is improving on graphics and they are making stadiums more detailed with tunnels and banters but with PES, players look better, the field is better and the gameplay is much more smoother.
I do apologize for this long rant but if you want more of a fun arcade style gameplay with more authentic teams and crazy goals, FIFA is your game. Want more of a simulated game close to the authenticity of matches, with better graphics and don’t mind the lack of licenses and features, go with PES my man
