I can't get to Sol City, I tried, but the police man standing by the Sudowudo says it's blocked by the 'strange tree' AKA Sudowudo, I have no idea how to make him move so I can fight the thing.

If I can remember correctly, pokemon old white was not an officially done hack game. I got to a certain point in the game where there were some glitches and stuff. That may be the reason you can't progress in the game. Its a shame because this game was really good to play. I do hope that this doesn't upset you.
