I have just made a new Pokemon Emerald Hack, called Emerald X. It's a hack that lets you get all 3 starters, AND it allows you to obtain trade-evolved Pokemon without the use of cheating. Such alterations are:

Poliwhirl can now evolve into Politoed when giving it a Sun Stone. 
Scyther can now evolve into Scizor at level 30.
Kadabra can now evolve into Alakazam at level 34.
Machoke can now evolve into Machamp at level 40.
Graveler can now evolve into Golem at level 40.
Slowpoke can now evolve into Slowking when giving it a Water Stone.
Haunter can now evolve into Gengar at level 40.
Onix can now evolve into Steelix at level 32.
Seadra can now evolve into Kingdra at level 45.
Porygon can now evolve into Porygon2 at level 25.
Clampearl can now evolve into Gorebyss when its happiness is maxed.
Clampearl can now evolve into Huntail when giving it a Water Stone.

This hack, as stated before, will give you the chance to catch all 3 starters in a new cave on Route 101 called the "Starter Cave." They will be rare though, so patience is key! You can also catch a Beldum in this cave, giving you a free powerful Pokemon, just watch out for the Zubats.
