I was wondering if anyone out their was able to make/hack a Pokémon game for me so I can play in all 5 regions such as Kanto, Johto, Hoen, Be able to get all the Pokémon and starters from random towns people. (all the starters to be obtainable in their own region) and be able to trade/ battle other people around the world via online. Oh and to have the main starter Pokémon as Pikachu.

I don't think this would be possible due to restrictions in the total memory.
Your best to settle with a hack like Pokemon Light Platinum which allows you to travel through two regions.

Although it would be nice, the hack you describe is pretty much impossible.

Um. You might be able to do this. 
I'm not sure if the game rom can hold an unlimited amount of maps. 
You can use advance map to insert more maps. I'm not sure what its limit is. (If there is a limit you can always take some maps away or put the events from two towns in one map) 
The starter part and the trading part is completely possible. There are tools that can edit the starter Pokemon for you. And you can use a script editor to make trading scripts. 
You can possibly do this in rpg maker. I'm not really sure how it works. It's just easier to hack a rom because the data is already there. You just need to find out how to edit it.

VX ace will do perfectly as i have it too. The only problem is i cant script or hack roms. However, if your willing to help then their will be a lot of preporation to do. Let me know if your interested.
