In my opinion  the best rival is between Lord N from Black/White, or May from Emerald. I said May from Emerald because beating her at the bridge between Slatport and Manivle(electric gym town) was difficult. The worst rival so far to me is Gary from FireRed/Leafgreen, because he was way to easy to beat, you could have beaten him with type advantage alone.

I always loved the bipolar redhead from hg/ss because of his ignorance, and his pokemon were fairly decent. I always hated May from R/S/E because even though she was cute, her pokemon were really weak and the last time you battle her is in Livycove (I think).

I also do enjoy battling against Carlos (shiny gold X) as I get to battle the him after beating the champion, which is more of a struggle

Best rival in the official Pokémon games would have to be for me Silver from GSC HG SS as there is  an actual story line with this guy, he starts off as this arrogant and angry at everyone type of guy and about half way through the game he begins to change from what he was at the beginning of the game to someone who better understands the Pokémon are just for the strong, now for the worst rival award would have to be May, Why well she stops being a rival halfway through the game, you never battle the fully evolved form of the stronger starter. She stops being a trainer and Wally picks up where may stops and becomes the Defacto rival of the game even somehow making his way into Hoenns Victory road.

Well the rival in Pokemon emerald proved to be more challenging then the one in s and g so I would have to go with Wally.The worst rival would be the one in D and P all he does is bump into you and battles you three times.
