Instead of using hex values for the colors, use rgba.   I suggest using a small program like color pix, or a site like this one.  Rgba will have four numbers separated by commas, like this:  background-color: rgba(255,255,255, 0.4)

The first three numbers are the color.  (255, 255, 255 is white.) 
The last number is the transparency level.  Mine is set at 40%.
