Yeah, I think anyone that has ever played Zelda, Ocarina of Time especially, will agree.

The Water Temple is the most difficult because of all the levels. There's a lot of back and forth between the water levels to complete one mission, and the precise aiming required to hit/attach to a target. It can become very frustrating!

I think any board/level/stage involving water in Zelda is hard. Inside Jabu Jabu's belly was just was frustrating and difficult.
