I have a Slowpoke on my Pokemon Red version and it's level 17. I need to get it to level up very fast, preferably level 40+ for the E4, but I need help on where to train him. Could someone please tell me somewhere to train it, I would really appreciate it.

I would say to just go to the routes that have similarly leveled Pokémon. The problem with R/B/Y was that if it gets multiple level ups it once, they may skip learning moves. In other words, if Slowpoke would learn a move at level 18 and you train it somewhere where it gets enough experience to reach level 19 it will never get a chance to learn that move. Once it's around Level 30 or so, you should be able to train it easily in Victory Road. Most Pokémon there are weak against either Psychic or Water and Slowpoke is both.

I would say the best place to train him would be a cave with lots of rock type pokemon around the same level as slowpoke
That way chances are you will have the type advantage
Thus giving you an easy training ground.
