I'm gonna give this one to Ash. Gliscor is immune to ground-type moves (part flying), and can also learn Ice Fang (super effective). Even though Giovanni is cool, both Pokemon given here are actually weak to ground type, not just part ground. So Bertha would get 2nd... she is E4, after all. Ash just has an advantage here.

EDIT: Oh yeah, forgot to cover why Ash beat Bertha when both had Gliscor:

I was wondering why the hell all of the pokemon (two for each person) had to be part ground type. Ash has more than ground type pokemon and can win, but not with the pokemon you gave him. I mean seriously look each pokemon up and you'll see thay're all ground type. What the f*** is up with that. I think that is just stupid.
