Well if you're talking based off looks..I think Voltorb and Electrode have the most mean, pissed off fierce face.
They seem miserable...ever notice the snarl they both have in Pokemon Stadium 1? Weird..

If you're talking about based off fight potential...I think Jinx is the fiercest pokemon.
She can usually kill her opponent with just one psychic blast...I beat most of the pokemon games with her alone.
